Project Background

The Engineering and Streets Division evaluated Capital Preventative Maintenance (CPM) techniques to improve pavement conditions cost effectively. Using the CPM technique including cold milling and resurfacing with hot mix asphalt (HMA) three locations (Maple Street, Twelfth Street, and Eastern Avenue) were selected for the 2023 Pavement Preservation Project. In addition removal of poor condition concrete pavement and placing a HMA Street for the portion of Railroad Avenue between Station Street and Woodmere Avenue. This includes constructing a narrow 20’ width pavement surface and adding a stormwater infiltration system placed below frost line for year round effectiveness.

A total reconstruction of the Cass and Eighth Street and Union and Eighth Street intersections will be conducted. 

Lastly, the project will include repair to the sidewalk along State Street at Lot G and pavement repair in Lot C.

Project timelines will vary. 


2023 - 2024 Pavement Preservation Project Locations

Union & Eighth Street Intersection Reconstruction Begins April 1, 2024

The City's contractor, Team Elmer’s, will be reconstructing the S. Union and Eighth Street intersection beginning Monday, April 1, 2024. Activities include a full reconstruction of the intersection with new concrete pavement and brick crosswalks. The work is anticipated to be completed the end of April, weather permitting.

During construction, the intersection will be closed to all vehicular, bicycle and pedestrian traffic. Traffic delays are expected. Pedestrian, bicycle and vehicular detour maps have been provided to assist those traveling in the area. Please use alternate routes avoiding this area to reduce congestion, delay and promote worker safety. Appropriate signage and barricades will be in place in and around the work area.

Access to all businesses and residences, and the Old Town Parking Garage will be maintained throughout the duration of the project.

Funding

The project total is $2,577,831.26 with funds available in the road commission millage fund, the Capital Projects Fund, the Parking Fund, and Downtown Development Authority TIF Funds.

The E. Eighth Street Intersection Reconstruction is being funded by DDA Tax Increment Financing (TIF) Funds.
