The City Commission for the City of Traverse City will be holding a public hearing on September 3, 2019 at 7:00 PM, in the Commission Chambers, 2nd Floor, Governmental Center, 400 Boardman Avenue, Traverse City, Michigan, regarding a Proposed Special Improvement District for the paving of an alley west of Elmwood Avenue between Jefferson Street and Randolph Street; properties described in detail below.

The estimated cost of the improvement and proposed special assessment roll is available for public inspection in the Office of the City Clerk. At this point, the estimated cost of the improvement is $53,000, with 50 % to be paid with city funds; and 50% to be paid by the benefited property owners.
At this public hearing, the City Commission will meet as a Board of Review, to review the proposed improvement; and at this public hearing, there will be an opportunity for all interested individuals to speak. At this public hearing, the City Commission may take final action to approve the Special Improvement District, which could result in a special assessment on the benefited property.

Pursuant to City Charter Section 107, "if, at or prior to the meeting of the Board of Review, the owners of more than one‑half (½) of the property to be assessed shall object in writing to the improvement, the assessment shall not be made without an affirmative vote of six members of the City Commission. Every special assessment roll ratified and confirmed by the City Commission, acting as the Board of Review, shall be final and conclusive.
