Traverse City Police Department QRT Policies & Confidentiality

Do you have concerns about sharing your struggles with the TCPD? 

  1. The TCPD Police Social Worker Coordinator (PSW) is in charge of the Quick Response Team and maintains confidential records on clients that are not shared with the sworn personnel of the police department unless there is risk of harm to any individual, as defined in 24 CFR § 5.2003. The PSW agrees to maintain confidential information in compliance with the NASW Social Worker Code of Ethics, HIPAA, 42 CFR Part 2. The PSW will indicate to law enforcement whether or not an individual has received follow up, been connected to treatment, and/or is a QRT Program Participant. Specific information regarding treatment within the QRT will not be shared.

  2. The Police Officer who responds with the Overdose Response Team is there to support recovery and for safety.

  3. With regard to Freedom of Information Act (FOIA) Requests, whereas the Traverse City Police Department is required by MCL 15.231 et seq. to release any records obtained by the City, the Traverse City Police Department will share only the minimum information required to satisfy the purpose of the inquiry. Per MCL 15.243(1)(l) and 45 CFR 160.103, medical, counseling or psychological information, including protected health information, concerning an individual is exempt from FOIA disclosure.
