Attainable Housing District
An Attainable Housing District is a designated area established by a local government to encourage the development, rehabilitation, and preservation of attainable rental housing through a property tax incentive.
Authorized under Michigan’s Attainable Housing Facilities Act (2022 PA 236), the program allows eligible rental properties of up to four units within an established district to apply for an Attainable Housing Exemption Certificate (AHEC). The incentive is intended to support investment in existing rental properties as well as the creation of new housing opportunities.
Approved properties may receive a reduced property tax rate for a period of one to 12 years, as determined by the local governmental unit. Applications are reviewed and approved locally and must also receive approval from the State Tax Commission.
The program provides communities with an additional tool to help reduce the cost of creating and improving smaller-scale rental housing while encouraging investment in the local housing supply.
The City of Traverse City must hold a public hearing and notify property owners and the county before approving the district. Certified mail was recently sent to City property owners regarding the public hearing on September 8, 2026 at 7:00 p.m.
